Construction Engineer

CONSTRUCTION MANAGEMENT

The Contractor shall furnish all construction management support services and associated travel and subsistence necessary to assure construction contractor compliance with contract drawings and specifications for assigned construction projects of the Branch offices as defined in the Task Scopes of Work. The services may include all or any of the following areas: hazardous toxic and radioactive waste sites (HTRW), maintenance of flood control projects, building construction, building renovations, military construction, roadway repair and construction, dike repair and or construction, utility repair and/or construction, improvement and/or maintenance, and other construction projects. 

Tasks may be, but are not limited to:

  • Review of construction cost estimates and schedules. 

  • Construction contractor claim and delay/impact analyses; 

  • Biddability and constructability reviews of pending projects; 

  • Quality assurance testing, analysis, and inspections; 

  • Safety Inspections;

  • Industrial Hygiene Support

  • Civil, electrical, mechanical, or environmental testing and inspection;

  • Technical consulting assistance; 

  • Survey Operations; 

  • Environmental Science Technical consulting assistance;

  • Complete Construction Management and Quality Assurance assistance for a variety of construction, dredging, and earthwork projects. 

HAZARDOUS TOXIC RADIOLOGICAL WASTE (HTRW)

 

The contractor shall provide project support to HTRW projects throughout the San Antonio Construction Management office and the Southwestern Division.  The Contractor shall provide support to the technical aspects of environmental studies, investigations, designs, and health and safety reviews for HTRW site characterization and cleanup. The HTRW work to be supported includes. 

  • Investigations and Studies: Preliminary Assessment/Site Investigations, Remedial Investigation/Feasibility Study, Subsurface exploration and monitoring well installations, Sampling and characterization of water, air, soil, and sediments, Environmental compliance, Groundwater modeling; fate and transport modeling, Pollution prevention Waste minimization Human health and environmental risk assessments Chemical and geotechnical data management, Asbestos, lead-based paint, and radon surveys.

  • Remedial Designs/ Remedial Actions: Groundwater remediation: Extraction and air stripping, Extraction and carbon adsorption, Air sparging with soil vapor extraction, Natural attenuation.

  • Soil remediation: Soil solidification, Bioremediation, Soil vapor extraction, Low-temperature thermal desorption, capping, removal, and disposal.

  • Contaminated building remediation: Lead paint and asbestos testing and abatement, Surface washing and demolition, Flame treatment, Surface removal (scabbling), Radon abatement, Demolition.

  • Contaminated sediments remediation: Sediment capping design: 

  • Disposal of mixed waste 

  • Underground storage tank management

  • Landfill cover and repair design 

  • Design of petroleum, oil, and lubricant replacement systems

ENGINEER AND SUPPORT SERVICES 

The contractor shall provide Engineering Support Services and engineering/design for the San Antonio Construction Management office and the Southwestern Division. The Contractor shall furnish all engineering support services and associated travel and subsistence necessary to assure engineering contractor compliance with contract drawings and specifications for assigned engineering projects of the Branch offices as defined in the Task Scopes of Work. The services may include all or any of the following areas:

  • Architectural engineering design review and Project Management

  • Electrical and mechanical analysis, design review, and management

  • Site-Civil design review and management

  • Structural analysis and design review

  • Geotechnical engineering

  • Environmental Project design review

  • Technical Support: CADD and GIS

  • Hydraulic/Hydrologic engineering analysis, review, and support

  • Quality Assurance/Quality Control inspections and analysis

 

FACILITIES MANAGEMENT SUPPORT SERVICES

The contractor shall provide Facilities Management Support Services and engineering/design for the San Antonio Construction Management office and the Southwestern Division. The Contractor shall furnish all support services and associated travel and subsistence necessary to assure engineering contractor compliance with contract drawings and specifications for assigned engineering projects of the Branch offices as defined in the Task Scopes of Work. The services may include all or any of the following areas:

  • Facility Installation Planning

  • Hazardous Substance Management Systems (HSMS) support

  • Land Use Planning 

  • Environmental Program Management

  • Feasibility Studies

  • Pollution Prevention Assessments

  • Privatization Studies

  • Infrastructure Analysis and Planning                              

  • Economic Analysis

  • Regulatory compliance review/assessments
